Job Description

Location: Thailand 
Function: People & Culture (HR) 
Scope: Country responsibility across business units and functions 
 

The Manager, People & Culture (Thailand) leads the full People & Culture agenda across all 
business units and functions in Thailand. The role partners closely with local and regional 
leadership to align people strategy with business priorities, drive organizational development, 
and ensure full compliance with Thai labor law and global people practices. This is a senior, 
hands-on leadership role requiring strong business acumen, cultural sensitivity, and fluency in 
both Thai and English. 

Key Responsibilities & Duties

Strategic Partnership & Leadership

  • Act as a trusted advisor to country and regional management on people-related matters, aligning people strategy with business objectives.
  • Lead, develop, and coach the local People & Culture team, fostering a culture of inclusion, continuous improvement, and high performance.
  • Implement global and regional People & Culture initiatives, adapting them effectively to the Thai business and cultural context.

People Operations & Compliance

  • Oversee end-to-end People & Culture operations, including recruitment, onboarding, payroll, benefits, performance management, learning & development, employee relations, and exit processes.
  • Ensure full compliance with Thai labor laws and statutory requirements, including the Labour Protection Act, Social Security, and Workmen's Compensation, while monitoring legislative changes and updating policies accordingly.
  • Manage employee relations, conflict resolution, and disciplinary processes in line with local legislation and company policies.

Compensation & Benefits

  • Administer compensation and benefits programs in line with local market practices, conduct benchmarking, and provide recommendations on competitive structures.
  • Manage payroll coordination with external providers and coordinate with global reward teams on insurance programs and coverage changes.

Talent Management & Development

  • Drive talent acquisition, retention, succession planning, and performance management cycles while coaching managers on people development topics.
  • Champion employee engagement, well-being, and inclusion & diversity initiatives.

Employee Relations & Culture

  • Foster a positive, inclusive, and respectful workplace culture that balances global values with Thai cultural norms.
  • Support change management initiatives and provide guidance to both Thai and expatriate employees, including visa and work permit matters where required.

Communication & Reporting

  • Ensure all People & Culture policies, communications, and training materials are available in both Thai and English.
  • Prepare people analytics, reports, and management materials as required, while supporting regional and global People & Culture projects.
  • If required, assist in validating translations from English to Thai where applicable

Qualifications

Education & Experience 

  • 7–10 years of progressive experience in People & Culture / HR, covering core areas such as talent management, employee relations, performance management, compensation & benefits, and organizational development. 
  • At least 3 years in a managerial or senior HR role partnering with business leaders. 
  • Minimum 3 years of hands‑on People & Culture operational experience in Thailand, with deep knowledge of local labor law, payroll, and statutory compliance. 
  • Experience in a multinational or regional organization and working effectively in a matrix and multicultural environment.  

Technical & Regulatory Expertise 

  • Strong knowledge of Thai employment law, labor regulations, payroll, tax, and government reporting requirements. 
  • Experience working with Thai authorities and systems (e.g. Revenue Department, Social 
  • Security Office, Workmen’s Compensation). 
  • Proficiency with People & Culture information systems and Microsoft Office; experience with SAP or similar ERP systems is an advantage. 
  • Experience coordinating with external payroll and benefits providers.  

Language Skills 

  • Fluent Thai (spoken and written) – essential for local communication, employee relations, and government interactions. 
  • Fluent English (spoken and written) – essential for collaboration with regional and global stakeholders. 
  • Ability to prepare People & Culture documentation and communications in both languages.

  • Strong analytical, problem‑solving, and organizational skills, with the ability to manage multiple priorities in a fast‑paced environment. 
  • Commitment to continuous improvement, learning, and promoting a safe, inclusive, and engaging workplace.
